Copeval Hub — reCAPTCHA gate

On load, the layout runs invisible reCAPTCHA v3 (or mock) and sets recaptcha_verified when the score is ≥ 0.5. Low scores open a reCAPTCHA v2 checkbox challenge. Success also issues a short-lived Hub API token (hub_access_token / X-Hub-Token).
